e-Ledger certificate upload deadlines and the consequences of late upload

Monthly and quarterly upload deadlines for e-Ledger and certificate files, the December period, 2026 extensions and consequences of late upload; a checklist before correcting entries or certificates.

Taxpayers using e-Ledger create each month's books electronically, sign them with a financial seal or e-signature and upload the certificate (berat) files to the Revenue Administration's system. Uploading the certificate replaces notarial certification of paper books.

Monthly upload deadline

A month's e-Ledger and certificate files are uploaded by the 10th (income taxpayers) or 14th (corporate taxpayers) of the fourth month following that month.

Month Income taxpayer Corporate taxpayer
January 10 May 14 May
June 10 October 14 October
December Annual return deadline (10 April) Annual return deadline (14 May)

Quarterly upload (by provisional tax period)

By electing in the first month of the year, taxpayers can upload files in three-month periods. Books are still created monthly; only the upload deadlines are combined:

Months Income taxpayer Corporate taxpayer
January–March 10 June 14 June
April–June 10 September 14 September
July–September 10 December 14 December
October–December 10 April of next year 14 May of next year

If the last day falls on a weekend it moves to the next business day. The Revenue Administration sometimes extends deadlines by circular (e.g. Tax Procedure Law Circular No. 202 extended certain 2026 periods to 30 June); extensions are always limited in scope.

Consequences of late upload

  • The first month's certificate replaces opening certification and the last month's closing certification; late upload may raise the question of uncertified books.
  • Depending on the act, an irregularity or special irregularity penalty may apply; the evidential value of the books may be questioned in an audit. Tax penalty calculator
  • The system accepting a late file does not mean the obligation was met on time.
  • Internet, software, financial seal or Revenue Administration outages do not extend the deadline automatically.

Wrong entry or certificate: before correcting

  1. Identify which month and which entry contains the error.
  2. If the certificate has not been uploaded, the ledger can be recreated; if it has, assess whether a cancellation request is needed (by application to the Revenue Administration).
  3. Check the effect of the correcting entry on returns (VAT, provisional tax); correct by voluntary disclosure if needed.
  4. Check consistency of opening balances in later months.
